No single actor — including Node Zero — may trigger transmission. Every broadcast is a governance action subject to the Constitutional Verifier.

A node proposes a transmission (target, method, artifact).
Verify
The Constitutional Verifier checks Invariant I — no unilateral action, quorum required, no Node Zero veto.
Queue
If PASS, the proposal queues for the Active Governance Set.
Vote
The Governance Set votes (trust-weighted, >66% required).
Execute
Only on approval does the Transmission Engine broadcast. The action is logged to the Trust Ledger.
METI Transmission Proposal
Simulate a transmission proposal. The Constitutional Verifier checks Invariant I before anything reaches the beacon. No single actor — including Node Zero — may transmit alone.
Constitutional Test Suite
Transmission-specific tests. These MUST pass before any real broadcast.
Unilateral Broadcast
REJECT (I.1 / I.3)Action: Node Zero tries to broadcast alone to Alpha Centauri via RADIO.
Result: Node Zero cannot send alone. No unilateral transmission.
Valid Quorum Broadcast
PASS → Queued for GovernanceAction: Three independent nodes (distinct keys, ASN, ownership) propose an OPTICAL transmission to Tau Ceti.
Result: Quorum valid. Proposal proceeds to Governance Set vote.
Encrypted Payload with Audit Hash
